The Joint Parliamentary Committee examining the Foreign Contribution Regulation Amendment Bill, 2026, is holding its first meeting in New Delhi today. Officials from the Ministry of Home Affairs are scheduled to brief the panel on the proposed legislation and its key provisions.

Parliament referred the Bill to the Joint Parliamentary Committee on August 12 for detailed examination. The proposed legislation seeks to amend the Foreign Contribution Regulation Act, 2010, which governs the receipt and use of foreign contributions by individuals, associations and organisations.

The committee has 31 members, including 21 from the Lok Sabha and 10 from the Rajya Sabha. Lok Sabha MP Sanjay Jaiswal is heading the panel. Members include Tejaswi Surya, Nishikant Dubey, A Raja and Supriya Sule from the Lok Sabha, while Harsh Vardhan Shringla, Sanjay Kumar Jha, Praful Patel and Menaka Guruswamy are among those representing the Rajya Sabha.

The committee will examine the provisions of the proposed law before preparing its report. It has been asked to submit the report to Parliament by the last day of the first week of the Winter Session.

The Bill was introduced in the Lok Sabha on March 25, 2026. Its provisions include changes concerning the management of foreign contributions and assets associated with organisations whose FCRA registration is cancelled, surrendered or otherwise ceases to remain valid.
